Cancun, Mexico is a great spring break choice for this reason:

1.) Clearest/cleanest water of any spring break destination that’s popular
2.) The hotels have all 100% been upgraded to near 5 star quality making them the nicest of any spring break destination
3.) The club/party infrastructure is rivaled only by Acapulco - but Cancun is much nicer
4.) Cancun has the most to do of any spring break destination. You can go shopping, swimming, scuba/snorkel, swim with the dolphins, go see the Mayan ruins, take a catamaran to Isla Mujeres (an island off the coast of Cancun, my fav!) or eat at incredible restaurants.
5.) As far as air/hotel goes, it’s pretty much the lowest cost destination south of the US that’s also the nicest.
